you can use the "despeckle" function in Photoshop to solve this problem, or choose "descreen" while you scan the pict.
Thanks for the tips, I tried despeckle but doesn't get rid of the funny colours so I will have to try your tips on the scanning settings.

should be a magazine/newspaper profile or setting in the scanner option to 去網底 in functions.
